Modern opportunities of remote access on a basis the Internet allow to organize uniform system of monitoring of the atmosphere of Earth including regional networks of stations of monitoring. The uniform center of collecting and storage of information allows to organize in monitoring system remote interactive substantial data processing and creation on powerful computing resources of system of information products for the solution of problems of monitoring of a condition of ionospheric and tropospheric layers of Earth.
Active development, in recent years, satellite radio navigational system (SRNS) of GLONASS allowed to finish expansion of a space segment that led to finishing of availability of system in any points of Earth to design indicators. Now completely developed systems of GLONASS and GPS, and in the future and the European GALILEO system allow to construct global system of monitoring of the atmosphere of Earth. One of the perspective directions of achievement of the set purpose is the radio tomography method.
Use of satellite radio navigational systems for monitoring of tropospheric and ionospheric layers of Earth represents scientific and technological break in the field of remote sounding, considering availability and volume of carried-out measurements possibly creation of electronic maps of the troposphere and Earth ionosphere with high resolution.
Creation of a network of stations of monitoring will allow: to carry out continuous monitoring of an ionosphere and Earth troposphere; creation of operational and perspective cards of a condition of the atmosphere; creation of model of change of a condition of an ionosphere and Earth troposphere; to carry out archiving and storage of the primary measured parameters and to provide access to potential consumers to results of processing.
In this article the principles of creation of system of monitoring of ionospheric and tropospheric layers of Earth are reflected, requirements to structure of the equipment of a regional network of stations of monitoring are formulated.
