Modern trends in the creation of software-defined and software- configurable systems stimulate the emergence and development of new types of data and methods of work with them. The article deals with the organization and management of adaptive communication environment in an approach programmable digital information communications. To this end, the development approach is proposed terminal programs (programs that are being transferred instead of the data and executed on the host side, restore the original data to be transmitted) to the concept of active data. Providing terminal program the ability to produce active steps as a destination device, and at all intermediate nodes involved in the infocommunications, enhances the data networks, making their software-defined systems (development principles SDR-software defined radio). This allows real-time data transmission formats change, the frequency bands modulation types, radio network topology, which in turn provides the ability to dynamically create data network of general purpose devices by temporarily rearranging them for special purpose data transmission between the transmitter and the receiver is not located within the radio visibility.
