The article describes the new aspect in the radar theory – targets non-coordinate characteristics evaluation. According to the mathematical model theory the non-coordinate characteristics description and the methods of their embedding into radar ontology the are considered. It is shown, that the estimation and usage of the non-coordinate characteristics are required for intellectual radar systems. The differences between pragmatical and semantical information, which form the non-coordinate characteristics usage by the radar are discussed, especially for the actor-targets. The non-coordinate parameters estimation necessity and the information streams inclusion into the radar information platform represent the new trend in radar theory, which allow to form the intellectual radar systems information theory. This theory also allows to embed such radars into intellectual information systems.
