The models and methods of managerial decision making in environmental risk situations monitoring

Integrated geographic information systems environment monitoring systems include automated processes to identify, analyze and monitor the environmental risk areas. For the practical application of geographic information systems in order to protect the environment must be at the theoretical level to consider a range of approaches to the choice of methods for presenting information about management of the facility in the form of risk situations and the choice of methods of determining a measure of similarity in the region of the current risk situation with standard risk situations in the geographic information systems database. The complexity of the issues involved is determined by the largest dimension of heterogeneity and environmental information circulating in the region's life.
To formalize the problem and create the necessary semantic framework we introduce the important definitions and concepts, including the concept of fuzzy risk situation as a way of formalizing the status of the region's ecology. The features of the application of these degrees of fuzzy matching to solve the problem and to follow the practical implementation of the process of fuzzy situational management of environmental risks.
Method 1. «Fuzzy inclusion situations». The main way to determine whether the two fuzzy environmental risk situations are to determine the inclusion of fuzzy situations and comparing it with a certain predetermined threshold reliability of fuzzy matching.
Method 2. «Fuzzy equity risk situations». It lies in the approach to reduce the number of elements of a set of reference in risk situations on the basis of geographic information system based on fuzzy fusion equal to the reference situations in the equivalence group with some equity threshold.
The above theoretical positions can extend existing ideas about the methods and means of managing environmental risks and open new avenues for the practical implementation of formal procedures for decision support solutions as part of geographic information systems.
