Approach to the identification of the information security hazards of the Russian Federation, the prediction of their consequences and the processing of the proposals on their prevention

People are replacing with computer systems that act as «intellectual agents» within transition processes to digital economy, imple-mentation of hardware-software tools and technologies such as «Internet of Things» and «Industry 4.0». Creation of these systems (which are a cyber-physical environment where interactions between people, robots and intellectual agents are realized) requires special developing approaches. Thus, agent-oriented development methodology is used which is based on the best multi-agent systems approaches and practices. The methodology provides a set of iterative steps that include general recommendations and basic patterns as well as it shows which models have to be developed, contains an overall development process description and detailed recommendations regarding each step of the process. Based on that methodology, the paper considers an approach to create a support decision system to prevent information security threats for interagency information interaction, describing a general structure and logic. Based in an analysis of existing threat models, there is proposed a model which is using a semiotic approach to construct intelligent systems. The study considers an information collection process and systematization, there are shown: a system structure to process large data streams, a monitoring method and a security threats development forecast, a historical analogy method, results visualization and offers preparation. The conclusion demonstrates that the suggested approach allows solving a problem of assessing information security threats of Russian Federation, developing solutions for their prevention, and using the system for interagency information interaction.
