A formula for the joint probability density function of an amplitude and a phase of backscattering field from a point isotropic reflector located near a statistically rough sea surface is obtaned. It is shown that the radar return signal power from the target located near the rough sea surface can greatly exceed its free space vakue (increase more than 16 in comparence with a free space power). To evaluate the quantitative value of the backscattering enhancement effect we calculate the probability of event a > xctq, where ctq is a free space radar cross section of the target.
