Development of an automated system for modeling and control of non-production loss of working time from diseases and industrial injuries of workers employed in hazardous and harmful working conditions

The development and implementation of measures to improve working conditions and labor protection, the reduction of injuries at work and occupational diseases, «the development of a system for assessing working conditions in terms of identifying harmful or dangerous production factors affecting human health» is designated as the highest priority goals of state policy in areas of labor market development in the long term [1]. The article proposes a new method for assessing the reliability of special assessments of working conditions (SAWC). An indicator such as the loss of enterprise working time from diseases and industrial injuries of workers employed in hazardous and harmful working conditions, in essence, should reflect the result of the measurements and preventive measures taken in the field of industrial safety.
Modern information systems (including federal ones) do not take into account the possibility of evaluating the quality of SAWC based on the personnel records of enterprises, although the databases of the Social Insurance Fund and the Pension Fund contain all the necessary information for analysis. The mathematical model for estimating the loss of an enterprise from temporary disability of workers is a Markov process with discrete time. A finite set of system states has been determined, a matrix of permissible transitions between states has been compiled. Based on the data of the information system of the Enterprise Personnel Management, the transition rates are calculated. The authors took into account the seasonal nature of the incidence of workers, the probability of transition is a function of time, for which polynomial approximation trend lines are constructed.
As a parameter of the model reflecting the influence of harmful and hazardous production factors of the selected class (subclass), the authors suggested the ratio of the share of loss of working time from diseases and industrial injuries of workers employed in working conditions of this class (subclass) to the share of corresponding losses of employees employed in optimal working conditions.
Studies on the statistical data of a large construction enterprise, more than 20% of which is staffed by «harmful», confirmed the accuracy of SAWC: the level of non-production losses from diseases and injuries of «harmful» only occasionally exceeded the corresponding level under «optimal» working conditions.
